Institution building

A practical starting point.

Set up mandate, governance, project flow and knowledge outputs before scaling a centre. This guide offers a starting method for teams developing research and institutional decisions. Adapt it to the question, context and relevant scientific, ethics and data requirements.

Step 01

Specify the mandate

Define the centre’s field, intended users, research questions and boundaries. A centre page is a statement of direction; it does not itself establish a team, project portfolio or external recognition. Prioritise a small agenda that can be supported by real capability.

Step 02

Assign decision rights

Separate strategic oversight, scientific review, ethics review and project delivery. Document the authority of each role and the process for resolving disagreements. Shared group-level services can support several specialist centres without duplicating every function.

Step 03

Design the project route

Use a common intake, scoping brief, review gates, source management, quality checks and publication approval. Adapt safeguards to the risk of each project. Track projects and outputs in a central register so claims about activity can be verified.

Step 04

Activate in stages

Start with an expert network and a credible pilot question, then secure partners, methods and resources. Publish only completed, reviewed work. Scale the centre after the operating rhythm has produced evidence of quality and demand.

Illustrative application

What this could look like.

A new centre focused on public policy can start with one lead, a small reviewer network and a sharply defined evidence brief. A group-level team can support contracts, data controls and publishing. Only after that first project has passed review and reached its intended users should the centre describe a broader active programme.

Put it into practice

A short working checklist.

  1. Write the precise decision or research question this work should support.
  2. Record the sources, methods, stakeholders and permissions needed before proceeding.
  3. Agree who reviews the output and how limitations will be communicated.
  4. Set a date to revisit the decision when evidence or conditions change.
